THE ROLE OF SOCIAL IMPACT INVESTING IN CAREER GUIDANCE INITIATIVES: ADDRESSING SOCIAL CHALLENGES IN QATAR AND OMAN

Abstract

The Gulf States have undergone remarkable economic and social transformations over the past few decades, driven largely by their reliance on the oil and gas sectors. However, despite economic expansion, youth unemployment remains a persistent challenge, stemming from a disconnect between educational outcomes and labor market demands. Many young job seekers struggle to secure meaningful employment due to a lack of skills required in the labor market; career guidance initiatives close the gap between labor market requirements and education outcomes. This study examines how social impact investing can enhance and support career guidance initiatives to bridge this gap, focusing on two key programs in Qatar and Oman: the Qatar Career Development Center and Outward Bound Oman. Through interviews and document analysis, the study highlights the significant role these programs play in helping students and job seekers make informed career choices that align with workforce needs and provide them with the skills required by the labor market. Furthermore, it underscores how social impact investing has been instrumental in expanding and sustaining these programs, making them more effective in tackling unemployment and workforce challenges. This study recommends that investments must be strategically channeled into career guidance initiatives and robust public-private collaborations, ensuring these programs remain adaptable, scalable, and responsive to the ever-changing workforce landscape.
