Abstract
This chapter contributes to the theories and principles underpinning the challenges of digital pedagogy in higher education in Iraq. The chapter adopts mixed research methods to collect empirical evidence to identify pedagogical and instructional challenges for digital learning in higher education in Iraq, which can be extended and applied to other developing countries. How and to what extent can the implementation of digital education help or hinder the learning process within the context of higher education in Iraq? The study will explore the concept of unbundling as a proposed conceptual response to the identified challenges. Unbundling digital pedagogy refers to organizational changes in software, policy discourse, and instructional strategies. Unbundling addresses mass access to higher education by emphasizing personalization, flexibility, and options that could accommodate institutional missions (Morris et al, 2020). This study proposes that higher education in Iraq can rebundle its digital practices and translate its E- learning endeavors into an educational reality.
