Abstract

Historically, hisba or accountability in a number of forms has been an established practice in the Muslim World. However, in recent times, the more conservative Muslim societies have tended to adopt informal structures with a lack of accountability. The regulation of the charitable sector in the Gulf States is no exception. This had left charities for many years to function in a relatively informal manner, as used to be the case in Europe. The worldwide trend towards transparency and formal governance is now, however, irresistible. The evolution of the regulation of the charitable sector in Qatar reflects the global call for the establishment of transparency, accountability, and good governance in the NGO sector.
