Rapid Social Transformation through Mega-Sporting Construction

Abstract

The case of the 2022 FIFA World Cup brought to light an unintended consequence, which this Article identifies as rapid social transformation. Qatar’s bid for the 2022 World Cup sought to create legacy in terms of delivering a spectacular and enduring infrastructure as well as showcasing itself as a major international actor capable of hosting mega-events. Qatar ultimately succeeded in hosting a memorable event, which is in line with the country’s 2030 Qatar National Vision (QNV), whereby hosting major international sporting events is a key policy component. Even so, the construction of the venues themselves gave rise to a new consciousness about immigrant labor rights, as well as a new national outlook towards a healthier lifestyle, particularly through sports. This Essay argues that the construction of FIFA World Cup infrastructure in Qatar, in conjunction with international criticism over labor rights, led to a rapid social transformation regarding the rights of migrant workers. Eventually, strong local sentiment, no doubt coupled with other factors, culminated in a significant change in labor laws and constitutional tradition.
