Abstract

An earlier version of this paper was presented at the Middle East Economic Association's Annual Conference in Chicago, 3-5 January 1998. I would like to thank the participants for their comments. The research and preparation of the paper benefited from advice and discussion with various researchers and scholars during a field visit to Iran in 1997. Among them are: Dr A. H. Mehryar of the Institute for Research on Planning and Development (IRPD), several members of staff at the Ministry of Health and Medical Education, the Statistical Centre of Iran and UNFPA offices in Tehran. The paper was inspired by discussions with Nasser Pakdaman, and received helpful comments from Sohrab Behdad, Parvin Alizadeh and Akbar Aghajanian. Their contribution is gratefully acknowledged without implicating any of them in the remaining errors and shortcomings of the paper.
