Abstract

This chapter assesses legal issues that arise in connection with hosting MSEs in the Middle East, with particular focus on the 2022 World Cup in Qatar. Consideration is given to labor and human rights, enacting legislation, intellectual property and commercial law, and cultural and religious issues. A defining feature of MSEs in the Gulf is the extent to which they intersect with law building and law reform initiatives. This involves the complex ways in which sport has prompted changes to domestic legal norms that might not have occurred but for hosting an MSE, especially around human rights issues. Even when sport does not directly impact law building, the fact that a substantial investment in MSEs has occurred at the same time as investment in the development of more mature and economically competitive legal environments creates a unique synchronicity not witnessed in other regions.
