Legal Aspects of the Sino-British Draft Agreement on the Future of Hong Kong

Abstract

On September 26, 1984, representatives of the Governments of the United Kingdom (Britain) and of the People's Republic of China (China) signed in Beijing a draft agreement (Draft Agreement) 1 on the future of Hong Kong. The Draft Agreement, consisting of a joint declaration, 2 three annexes, 3 and two brief memoranda, 4 reflects two years of extensive negotiations between China and Britain on a subject of grave importance to the international community. 5 This Comment examines the nature of the Draft Agreement by giving an overview of the history of Hong Kong and the negotiations
