Abstract
This chapter examines the institutionalization of evaluation and analyzes the transformation of governance structures following democratic reforms. Through an analysis of legislative documents, institutional arrangements, and policy implementation, this study reveals how Tunisia established a comprehensive evaluation system encompassing parliamentary oversight, supreme audit institutions, and specialized evaluation bodies. The chapter highlights significant developments, including the 2022 Constitution's formalization of evaluation practices, the establishment of bicameral legislative oversight, and the creation of dedicated evaluation units across government sectors. It assesses societal engagement in evaluation processes by examining civil society participation, public perception, and professional development initiatives. While identifying notable achievements in institutional development and civil society engagement, the chapter also reveals persistent challenges in the culture of evaluation and professional capacity building.
