Evaluation in Morocco

Abstract

This chapter analyzes the institutionalization of evaluation practices in Morocco, detailing their transformation from post-independence project-oriented assessments to a complete national evaluation framework. Through a comprehensive analysis of policy documents, institutional frameworks, and historical developments, this study elucidates how Morocco's evaluation landscape has been influenced by internal reform initiatives and external factors, especially after the 2011 Constitution, which formally established evaluation practices. The study highlights notable accomplishments such as the establishment of the Moroccan Evaluation Association, evaluation units in government ministries, and the introduction of academic evaluation programs. The chapter reveals ongoing obstacles, including constrained institutional capacity, disjointed coordination among stakeholders, inadequate resources, and feeble connections between evaluation outcomes and policymaking processes. This chapter contextualizes Morocco's evaluation experience in the broader international development framework and Sustainable Development Goals, providing significant insights for developing countries with the aim of enhancing their evaluation processes. The findings indicate that although Morocco has significantly advanced in institutionalizing evaluation, ongoing multi-stakeholder engagement and investment are essential to cultivate a strong evaluation culture and improve the efficacy of evaluation systems in facilitating evidence-based decision-making and good governance.
