Evaluation in Jordan’s public sector: a survey of current practices, barriers, and enablers for institutionalisation

Abstract

This chapter provides a comprehensive assessment of the current state of policy evaluation practices in Jordan’s public sector, drawing on a survey of 23 ministries and agencies conducted in February 2024. Using the resource-based view theory, the study examines the adoption, utilisation, and effectiveness of policy evaluation across various dimensions, including the perceived role and scope of evaluation, resource allocation, staff participation, evaluation culture, governance structures, technology use, and barriers to adoption. The findings reveal progress and challenges in institutionalising policy evaluation, with practice variations across organisations. The chapter highlights the need for targeted interventions to address capacity gaps, improve data management, optimise resource allocation, and foster an enabling environment for evaluation.
