Enforcing Human Rights through the External Use of Local Public Opinion

Abstract

This Chapter seeks to identify public opinion as a political tool against the human rights abuses of a governing body, albeit within the context of international law. More specifically, it is concerned with situations of gross human rights violations within a given state, and the ability of the international community to remedy such violations through the “manipulation” of that state’s public opinion. In this sense, we are viewing this “manipulation” as an alternative to the unavoidable human cost that humanitarian or other forceful interventions entail.
