N2 - This paper outlines a roadmap for harmonizing Demand-Side Management across the GCC, tackling challenges of regulatory fragmentation, rising peak demand, and limited coordination. It reviews current DSM frameworks, identifies key structural gaps, and incorporates a techno-economic analysis using peak load reduction metrics, cost-benefit evaluations, and load-shifting simulations. Based on these insights, the paper recommends standardized M&V protocols, aligned tariff structures, enhanced consumer engagement tools, and a regional coordination mechanism under the GCC Interconnection Authority to support effective, economically viable DSM implementation.
