N2 - This study provides an overview of the data management and governance, specifically within the government institutions in Qatar. It explores the strategic frameworks, policies, and initiatives that have been introduced to enhance data governance, including National Data Policy (2024), digital Government Strategy 2020, National data policy, Qatar National Vision 2030 (QNV 2030), AI strategy and many others. The research demonstrates the potential value of data for policy goals, citizen service delivery, innovation, and transparency. Despite considerable progress, there are still challenges, such as decentralized deployment, lack of AI governance and management, which remain unsolved. An analysis of Qatar practice against global best practices from countries like (Estonia, Singapore, UAE, Saudi Arabia and Rwanda) on data governance shows where Qatar is and what Analytics and AI drive strongly recommend it should do to address its preparedness for data governance in the future. These actions include the reinforcement of data governance structures, operationalization of national policies, promotion of AI ethics, leveraging the convergence of infrastructures, enhancement of open data initiatives, investment in talent and modernization of regulatory frameworks. The results are expected to inform a converged governance framework that optimizes the returns from Qatar’s digital transformation initiatives and positions the country as a regional leader in the adoption of data-driven governance.
