Cycles of Destruction and Reconstruction in Gaza: A Critical Analysis of Political Will and Humanitarian Impact

Abstract

Between 2004 and 2021, Gaza endured twenty-five military campaigns orchestrated by Israel, resulting in extensive human suffering and infrastructural devastation. After October 7, 2023, Gaza found itself subjected to genocide and extensive destruction, marking the deadliest and most catastrophic episode in its history. The crisis has severely exacerbated the humanitarian situation, leading to significant loss of life, massive forced displacement, and the destruction of its social, housing, and service infrastructure at an unprecedented speed and scale. This chapter examines the persistent cycle of destruction and reconstruction in Gaza, emphasizing the significant political and humanitarian challenges that have impeded progress. It underscores how the absence of a coordinated international political strategy, coupled with restrictive policies and the blockade imposed by Israel, has hindered effective housing reconstruction. Additionally, the chapter highlights the concerning trend of Gaza’s increasing dependency on humanitarian aid and critiques the Gaza Reconstruction Mechanism (GRM) for disproportionately empowering Israeli authorities and prioritizing their security while significantly marginalizing Gaza’s community and civil society, resulting in rebuilding delays and discouraging donors from expediting aid disbursement to Gaza. The chapter concludes by drawing insights from past reconstruction experiences and challenges in Gaza to inform and improve responses to the ongoing 2023/2024 crisis. A crucial recommendation is the moral obligation for strategic stakeholders to plan for an open Gaza, free of blockades. It highlights the political and humanitarian challenges, critiques the ineffective Gaza Reconstruction Mechanism, and stresses the need to enhance local governance and empower Palestinians in the housing reconstruction process. The paper calls for a local representative body for transparent aid distribution and international intervention to alleviate human suffering and promote long-term stability.
