N2 - More than twenty-five years have passed since Mark R. Joelson and Earl W. Kintner wrote the first edition of An International Antitrust Primer. During this quarter century, the world has witnessed phenomenal growth in international trade. The World Wide Web has emerged as a new medium for conducting business, and a new international forum, the World Trade Organization (WTO), has been created to regulate trade disputes and establish trade standards. Many nations have come to agree on the substance of competition principles, while about ninety nations now observe competition laws. Today it is clear that the world's major economies regard the principles of competition not simply as mere ideals—indeed, many of these principles have become law. For the law to promote international competition, however, it must do more than extend competition principles into nations' domestic laws. An efficient mechanism for the global enforcement of competition law must be developed.
