Abstract

Adaptive governance has gained global attention as a crucial approach to addressing complex environmental and societal challenges. The Adaptive Governance framework goes beyond actor diversity and connectivity to emphasize the role of institutions, rules, and social norms in supporting coordination and learning. This project provides a comprehensive understanding of Qatar's adaptive and transformative governance at local, national, regional, and transnational levels, as well as how these approaches generate adaptive spaces for policy innovation. It emphasizes the use of visualization tools to support Qatar in managing uncertainties, such as technological disruption, climate change, and shifting geopolitical alignments, by embedding foresight within governance systems. The project examines Qatar’s navigation and shaping of governance at multiple scales through five case studies. It bridges global and local governance discourses, representing a strategic collaboration among four HBKU entities and key ministries. Bringing together principal investigators from four HBKU colleges and five external collaborators, the project integrates digital policy labs, smart urban governance, strategic foresight, AI-enabled citizen engagement, and humanitarian responses, advancing adaptive governance through innovation, collaboration, and evidence-informed practice.
