Abstract

Qatar is at a pivotal stage in its diversification agenda, with major investments in Hamad Port, Hamad International Airport, free zones, and transport networks creating the base for a modern logistics ecosystem. This project will develop an evidence-based roadmap to strengthen Qatar’s role in regional and global supply chains and position it as a leading logistics and re-export hub for the GCC and beyond. Rather than framing this as competition with Dubai, the study explores how Qatar can integrate into a collaborative, multi-hub GCC logistics network, akin to specialised European hubs. Using secondary data analysis and international benchmarking, it will draw lessons from Singapore, Rotterdam, and Dubai on policy frameworks, digital systems, free-zone governance, and sustainable logistics. A key focus is Qatar’s alignment with China–GCC trade flows under the Belt and Road Initiative and opportunities for value-added services (repackaging, assembly, specialised handling). It will also assess how projects like a Qatar–UAE–Bahrain bridge could enhance regional connectivity. Outputs include performance analysis, benchmarking, a strategic roadmap, and digital/sustainability recommendations aligned with Qatar National Vision 2030.
