    Biography

Alexandros is a postdoctoral researcher at Hamad Bin Khalifa University, College of Law. He joined the 'Industrial Policy for Digital Development' project as a fellow in 2024. He holds a PhD in international investment law from City St. George's, University of London. His dissertation focused on how disputes arising from the imposition of economic sanctions reshape and restructure the competence of arbitral tribunals and the underlying substantive scaffolding of investment protection standards through increased securitisation processes.

His broader research examines how increased geopolitical awareness and the use of geoeconomic mechanisms, such as sanctions, industrial policy, or the strategic leveraging of investment policy are reshaping international law, European Union integration and its global partnerships, and global economic governance more broadly. It asks how legal instruments and institutions historically associated with the Liberal International Economic Order (including trade agreements, investment treaties, arbitration, market access commitments) are being redesigned, repurposed and contested as states pursue economic security, strategic autonomy, industrial capacity, technological advantage and resilient supply chains.

His work is situated at the intersection of public international law, international economic law, and EU external relations. Across its different doctrinal settings, it advances a common proposition: geoeconomic competition does not displace international law; rather, it changes its institutional forms, legal techniques, distributional consequences and operational ecosystem.
